Paraphrase of cypher telegram of 26th August from the

Secretary of State to H.E. the Governor.

August 26th. To restore so far as possible trade to its normal footing is the policy of H.'s Government: no restrictions should be put on trade with the other parts of the British Empire our allies and neutrals except as regards paoksaddle and draught animals suitable for use in war. The export of pack- saddle and draught animals suitable for use in war should be

prohibited except to other parts of the British Empire. On the other hand if there is any abnormal demand for any commodity used in the manufacture of warlike stores or if there are any grounds for believing that supplies of any sort going to a neutral country are finding their way into the hands of the enemy the fact should be at once reported to H.U's Government.
